Revert r20137 and close #2102.

This was tested by creating nrrd format files with various origins and
confirming that they could be correctly centered on load.

The issue that was reported with incorrect centering of meta image
format volumes was likely due the issue #2173 which is an underlying
issue with ITK/Meta that is outside the scope of slicer to resolve.
