This moves it out of vtkFiltersParallel and puts it alongside
vtkPStructuredGridConnectivity. vtkFiltersParallelGeometry also
already has the dependency on vtkParallelMPI, which
vtkPConnectivityFilter needs.

Updated the documentation in the header to reflect changes to the
algorithm and fix some of the Markdown not showing up properly in the
Doxygen.
