Add svg icons again

Re-adds the SVG icons for the render view toolbar, which were reverted because some builders have QT without SVG support.

All nightly/release builders now have QT with SVG.

Adds additional batches of SVG icons, produced by Steve Jordan, Kitware's graphic designer.
