Reduced maximum digits of precision in scalar bar labels

Cory Quammen requested to merge cory.quammen/paraview:15667_reduce_label_precision into master

Was 20, now is 6.

Also, fixed a bug in the computation of the height of the label that was causing the label text to be much smaller than the desired font size specified in the scalar bar settings.
