Resolve "static axis grid needed"

Utkarsh Ayachit requested to merge utkarsh.ayachit/paraview:18009-static-axis-grid into master

Closes #18009

Steps:

  • open can.ex2, apply
  • Check Data Axes Grid. Go to last timestep, notice the axes changes as expected. Go back to first timestep.
  • Click Edit buttin next to Data Axes Grid and check Use Custom Bounds.
  • Hit the image button next the bounds to reset to current bounds. Hit Ok.
  • Now go to last timestep. The axes grid stays locked at the custom bounds chosen using 1st timestep.
