Fix for uncertainty plugin to avoid unstability problem and bad design

1. Putting piecewise_function subproxy as proxylistdomain of transfer function property
2. Removing vtkSMUncertaintySurfaceRepresentationProxy as it is useless now

It is te be noted that this plugin and it's associated test does not seems to render any uncertainty, prior or after the fix.
