Sometimes color legends do not get restored from state file

This is a tricky one, at least as far as coming up with a repro case is concerned, because for some source/filter combinations plus a final save state + load state all color legends get restored from a state file, for other combinations one or two out of three color legends are not restored. I hope you can reproduce using these steps.
