Converting old tests to use new panels. Almost all tests except Prism and
GlobalProperties tests now use the new panels. Also removed the flag
*_USE_NEW_PANELS, instead added a flag named *_USE_OLD_PANELS which can be used
for tests that require the use of old panels.
