Adding a detached parameter to create a single view

Mathieu Westphal (Kitware) requested to merge mwestphal/paraview:10870_CreateStandAloneViewWidget into master

This commit adds a detachedFromLayout parameter to CreateView method to creante a stand alone view and associated widget for convienence for CustomApplications It also contains python code to do the same.
