Plugin: Fix autoload logic from settings

Mathieu Westphal (Kitware) requested to merge mwestphal/paraview:fix_autoload into master

In !6928 (merged), the vtkPVPluginTracker plugin registration logic was simplified but a usecase was not covered by the new code, when a plugin is loaded both from the plugin configuration file anf the settings with potentially different parameters, this fixes it.
