openPMD: set DATA_TIME_STEP

Looking at the

Wrapping/Python/paraview/demos/wavelet_miniapp_plugin.py

example, it looks like this should generally be set on loaded data sets.

We do not see a difference in animations, but adding it nonetheless in case some filters search for it.
