Draft: Paraview plugin conf location
This moves the .conf file which lists plugin locations to be beside the plugins for the application. Still todo:

get the version of the app to use in the path -
superbuild updates -
documentation updates -
release notes -
more rigorous testing
This will need superbuild updates for packaging.
