Initialize pqTextLocationWidget from property values

Cory Quammen requested to merge cory.quammen/paraview:19798-text-location-widget into master

Fix the pqTextLocationWidget to properly set the subwidget state based on the current property values. Added test to ensure the widget state is set correctly.
