Add option to select instance culling and LOD in Glyph3D representation

This MR adds option to Glyphs3D representation to enable culling and LOD configuration.
vtk/vtk!3767 (merged) is required.

Note that this MR also fixes the ShowComponentLabels hint feature that was broken and extend it to show label as table headers when provided.
