Sideset error with IOSS reader

There is a sideset error when reading datasets with the new IOSS reader. Here is how to replicate:

  • 5.10.0, MacOS, builtin server.
  • Open mesh.g (attached). Turn off all blocks. Turn on sideset wall1 and wall2. Apply.

The sidesets that appear are wrong.

  • Open with 5.9.1. This is correct.

If this isn't a safe fix, OK to slip to 5.11.0.

@utkarsh.ayachit I will also point this issue out to Greg S, as I am not sure where the issue is.
