Feature Request: User-specified Cell Overlap Detector Filter Tolerance Parameter

A user-specified tolerance parameter should be added to the Overlapping Cells Detector filter as discussed here in #19722 (closed).

This parameter should default to VTK_DBL_EPSILON (which should probably be a lower limit) and able to be increased to an upper bound probably best specified as some fraction of the pipeline object domain that the filter is being applied to.

Suggested Timeframe: Following 5.9 Release
