Upgrade ParaView CGNS version to 4.0.0

A new release is available: https://github.com/CGNS/CGNS/releases/tag/v4.0.0

It is a simple rebranding so it should work directly without any change to ParaView code

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
