GenericIO tests have bad data path

tests like ParaView::VTKExtensionsCosmoToolsCxx-MPI-TestHaloFinder gets incorrect data path

On vall, the file is present in the build directory under ./ExternalData/Testing/Data/genericio/m000.499.allparticles
