Plot3D reader in 5.1 and newer does not read Big Endian files

Starting with Paraview versions greater than 5.0.1 is not reading big endian written Plot3D files. By default the reader attempts to determine the endianness, but always defaults to little Endian. Even if the user selects big Endian in the paraview properties window of the Plot3D file, it still attempts to read as little Endian.
