Evaluate loading the Surface LIC plugin by default

Lets evaluate loading the Surface LIC plugin by default. Utkarsh said that the reason it currently isn't on by default is some older computers didn't have GPU's that supported Surface LIC. Now, many years later, maybe enough do?

If we do load by default, should we just move this plugin into the normal code, or leave as a plugin?
