Normal glyphs working strangely

From a user:

I have noticed this in the past as well as this model so I thought it would be good to report it. When I apply the "Normal Glyphs" filter to a double-sided sideset contained in an Exodus mesh, the results are inconsistent and spotty. I would expect vectors showing on both sides of each mesh facet, but instead (as you can see in the attached image) I can only see the two-way glyph on one of the faces in a clip of the sideset. I have verified that EnSight correctly shows the double-sided glyphs when I view the surface normals.

The double-sided sideset is sideset 2.
