NumberOfComponentsDomain test failing in parallel

We enabled parallel tests on the OpenGL2 builds today and this was the only test failure that was found. This test is creating a histogram of point data and in parallel, points on the boundary are duplicated across nodes which is changing the total number of points counted for the histogram. One possible solution is to convert the point data to cell data.
