Setting the background image to 'None' after you 'Load...' an image does not work.

A 3D View background can be set as 'single color', 'gradient' or 'image'. When you set the background as 'image', the default image is 'None'. You can load one or more images which appear in the combo-box. You can switch between the images however when you select 'None' (no image) the previous image is still displayed in the view.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
