[git/master] VisItBridge GMVReader does on Windows not support absolute paths in "fromfiles"

ParaView 3.98.0-RC1, binary release for Windows 64bit
Store the attached ASCII file "gmvtest.inp.gmv" anywhere. It contains a "fromfile" reference to a second file defining points and cells, this reference contains the absolute path "C:\tmp" (just any absolute path involving a drive letter or network path will do). Store the attached ASCII file "gmvtest.nodescells.gmv" in "C:\tmp". (Make sure both files still have CRLF line terminators because of issue 13553.)
Load "gmvtest.inp.gmv" by means of the VisItBridge GMVReader.
=> vtkVisItGMVReader will report "Unable to find any meshes"
When both files are stored in the same directory and no absolute path is used, "gmvtest.inp.gmv" can be read.
