A server-side-only reader plugin should not be required to load on client for it to work.
This issue was created automatically from an original Mantis Issue. Further discussion may take place here.
If a reader is only REQUIRED_ON_SERVER, the client should already have the file extension needed for the gui if it is specified with the tag in the reader server manager xml. So we don't really need the clientConf.xml when calling ADD_PARAVIEW_PLUGIN to tell the gui the file extension, and we should not have to load the reader on the client if it is only REQUIRED_ON_SERVER.
BTW, it will be really nice if this could be fixed before 3.8 release since I need to deliver a reader plugin to a customer based on 3.8 release. This is the selfish reason that I labeled this with "major high" :).
