      Mark "TimeStepValues" as repeatable. · 84ded7ac

      This ensures that in Python we always get a list for TimeStepValues even
      when there just 1 timestep. Without this, timekeeper.TimeStepValues
      would return float if number of timesteps was 1 and a list of floats if
      number of timesteps was greater than 1. Fixed that.
