WIP: add create-images script

Backport: release

  • Simple script to create docker images of:
  • Paraview development image
  • Paraview runtime image
  • ParaviewWeb runtime image

With the following combination of parameters:

  • Python version: 2/3
  • Graphic library: EGL/OSMESA
