BUG: Generalized ComputePipelineMTime method to be a specialized ProcessRequest meant specifically for the pipeline modified time request.  This preserves the optimization while still allowing powerful pipeline functionality.  This addresses bug#2391 by giving access to the FROM_OUTPUT_PORT information during the pipeline modified time request.
