COMP: Restore including strstream headers (see bug 1953) for backwards compatibility reasons. (Clients may have inadvertently indirectly depended on our inclusion of the strstream headers.) But also provide a mechanism to remove inclusion via a client provided #define VTK_EXCLUDE_STRSTREAM_HEADERS or by setting VTK_LEGACY_REMOVE to ON.
