COMP: force VTK_OPENGL_HAS_OSMESA to TRUE if rendering is enabled, but we are not on Apple or Windows and VTK_USE_X is also disabled
-move the check for a conflict between mangled mesa and osmesa directly below the options and make it fatal, it's a user error if this combination is enabled
