The two build examples, vtkMy and vtkLocal, were not setting the
prefix/suffix for the python modules.  On Windows, modules must
be built with a ".pyd" suffix, because the .dll suffix has been
deprecated since Python 2.5.  On Linux/Unix/OS X, modules should
have the "lib" prefix stripped.

BUG: Calls to VTK_WRAP_PYTHON3 and VTK_WRAP_JAVA3 need to pass the list of sources to wrap as a single argument in double-quotes because they are macros.

ENH: Updated wrapping commands to use new macros instead of CMake C++-implemented commands.  Also updated configuration of python wrappers to use separate module and shared library like the rest of VTK.

ENH: Using variables VTK_INSTALL_BIN_DIR, VTK_INSTALL_LIB_DIR, and VTK_INSTALL_INCLUDE_DIR for install locations.  They default to the old values (/bin, /lib/vtk, and /include/vtk) but can be changed by parent projects like ParaView to install inner VTK instances in a special location.

ENH/FIX: add option to use VTK output path's for the project's path. This fix the testing pb, and allow users to forget about adding the VTK bin path to PATH, since all libs and exe will be at the same place

ENH: avoid conflict with VTK's BUILD_SHARED_LIB. Add support for Tcl wrapped libs when BUILD_SHARED_LIB is OFF. Cleaner option names.
