BUG: Fix doxygen build on mirror
The CI_SERVER_URL needed https on it and we don't want to build our website for every single MR, only on the main branch.
GitLab updates will be applied on September 20th, between 7am and 9am, EDT (UTC-04:00). This site may have intermittent delays during that time.
