BUG: Fix json vr actions path name

  • Fixes path name missed during rebase of Viewer & RenderingVTK lib.
  • Fixes a lingered render call in SetRenderingMode with VTKOpenVRViewer (VTKOpenVRViewer doesn't even support "debug mode"). Which causes Osteo to crash because setRenderingMode is called before initialize.
