Remove ScrollArea from qtBaseAttributeView by default, use config.

Aron Helser requested to merge aron.helser/smtk:remove_attribute_view_scrollbar into master

All contained widgets that require scrollbars have their own, I think. Remove the use of ScrollArea by default, but leave it available with a config option.

Requires an xml test update in cmb.

Also delete one unused file I ran across.
