BUG: FileSystemItem::ValueAsString returns incorrect value

Robert M. O'Bara requested to merge bob.obara/smtk:fixFileItemValueAsString into master

When the item is unset, the method was returning the previous value. It now returns ""

This addresses issue #263 (closed)
