Add function to load model file and add to Project instance

This adds a public method to add an smtk model to an existing smtk project. The intended use case is when a second model is added, either for Truchas induction heating or ACE3P mesh distortion. Currently users cannot add resources to an existing project, so this is an interim workaround until I eventually get project customization migrated out of smtkCore.
