BUG: Fix vtk python modules build and install paths

ParaView 5.5.0 changes how it handles the build and installation of vtk python modules. This commit addresses this problem.

@dcthomp @tjcorona I'm pretty sure that we need this patch also for SMTK master(Master branch's PV is based on 5.5.0-RC1 and things has changed after that). But I would not do it for now since no one knows what dashboards would say :( Just let's keep in mind that we also need this commit for the master branch.
