ENH: Added the ability to always filter base on Categories

Robert M. O'Bara requested to merge bob.obara/smtk:addingOptionToAlwaysFilterOnCategory into master

Now you can specify that users should not be able to turn off category filtering - this is needed when using Category Selector Views.

To use this feature add FilterByCategoryMode="alwaysOn" to your top level View.
