The pattern SMTK establishes with other observers (i.e., resources, phrases) is that the observer should be given the option of immediately being called as many times as required to bring the observer "up to date" with the system it is observing. For the operation::Manager, this means calling an observer with CREATED
for each operation the manager has previously constructed at the time the observer is registered.
