Set FAIL_REGULAR_EXPRESSION on SMTK tests

SMTK and VTK sometimes log errors deep in the call stack, but don't return an error to the caller. CTest should detect these output strings and fail the test if they show up. The regexes should match the format SMTK and VTK output their error messages pretty strictly to avoid false positives.
