1. Make the `RGG_ENABLE_PYTHON_WRAPPING` option control
   everything instead of sometimes referring to the plain
   `ENABLE_PYTHON_WRAPPING` option (which only existed by
   dictat from the CI test environment).
2. Properly configure the SBT file for the `generate_mesh`
   python operation.
