Reran my windows build script and no, the second configure step is no longer needed with the current paraview (2c64f2e4).

Indeed, the smtkprojectmanager.cmake no longer requires the python dependency. Just force-pushed to remove that commit as well.

Note to self: this MR is still needed to build truchas packages on windows, but is dependent on paraview/common-superbuild!331 (closed), which has not yet been merged.
