SMTK: enable build by default.
This MR enables a standalone SMTK build by default, reverting the default build configuration to be the same as it was before the reintroduction of a thirdparty SMTK.
A GitLab update will be applied on April 24th, between 8am and 10am, EST (UTC-05:00). This site may have intermittent delays during that time.
