Rename and move the Workflows folder on Windows installer

Currently the Workflows folder on Windows is buried under CMB/share/cmb/workflows. We want to rename it to Simulation Templates and move that directory directly under CMB. So you would have CMB/Simulation Templates. This change is for 4.x and 5.x
