[Windows] Shiboken needs to be on the path

During windows builds we build and try to execute shiboken.

The problem is that the superbuild's build/install/bin is not on the path, and shiboken is not executed given an absolute path.

Preferably superbuild should add the build/install/bin to the system PATH variable so that this problem and problem like it are resolved.
