cpack fails for modelbuilder if cmbworkflows are not explicitly enabled.

If you have ENABLE_cmb=ON and -DSUPERBUILD_PACKAGE_MODE=modelbuilder cpack will fail because cmbworkflows defaults to false and is only listed as optional for CMB but the packager blindly assumes that cmbworkflows is enabled and tries to bundle them.
