WIP: Labels to subprojects

Betsy McPhail requested to merge betsy.mcphail/cmake:labels_to_subprojects into master

Introduce a concept of mapping a subproject to one or more labels in CTest. The mapping will be passed to CDash via the xml files. Note that CMake will not know about these mappings, it will use labels as before.

Also added LABELS as a directory property.
