clang-tidy: Silence use-equals-default warning

clang-tidy 7 has an option to suppress this warning in macros which defaults to '1'. Set the option to '0' and silence the warning explicitly.

Check out, review, and merge locally

Step 1. Fetch and check out the branch for this merge request

git fetch "https://gitlab.kitware.com/wahikihiki/cmake.git" "tidy-use-equals-default-fix"
git checkout -b "wahikihiki/cmake-tidy-use-equals-default-fix" FETCH_HEAD

Step 2. Review the changes locally
