propagate CTEST_USE_LAUNCHERS during ctest_configure command from script.

If CTEST_USE_LAUNCHERS is TRUE in a ctest -S script, then set the environment variable CTEST_USE_LAUNCHERS_DEFAULT to TRUE before running the configure command in ctest_configure. This way you only need to set CTEST_USE_LAUNCHERS in a ctest -S script to have launchers enabled.
