There is a new behaviour for rpm >= 4.14, that builds debuginfo packages differently from previous versions of rpm. This commit disables the new behaviour in a way that does not affect previous versions of rpm.

Without this patch, the test RunCMake.CPack_RPM fails with recent versions of rpm.
